Translates ISO-8859-1 files into UTF-8 files.

Often you will observe ISO-8859-1 files which pretend to be UTF-8 but
are not properly escaped to UTF-8.  And Expat defaults to UTF-8 and
often you will have ISO-8859-1 (ISO Latin 1) files to escape.

Note that ISO-8859-1 is the first codepage of UNICODE, thus there is
no real character translation.

Usage:
	latin1-utf8 [dummyarg]

Without dummyarg, hex escape entities are written instead of
characters with high bit set, thus leading to ASCII 7 bit files.

With any dummyarg, these characters are translated into their UTF-8
equivalent byte codes.
